Default Virgin Canada?

On the basis of this article from May News a new "open skies" agreement is now in effect between the EU countries and Canada. Could this lead to a Virgin Canada. See the end of the article.

Canada-EU
  • Official Signing ---on May 6th the Canadian and European Union governments signed an "open skies" pact under which Canadian and EU airlines will be able to fly freely between any airport in the 27-country EU and any Canadian airport. The deal will replace an existing patchwork of bilateral agreements between Canada and European states, which include restrictions on routes, prices and the number of weekly flights. The agreement will also ease restrictions on control and ownership of airlines. Canada already plans to raise the foreign ownership limit to 49 percent of an airline's voting stock from 25 percent----a move welcomed by the country's main carriers, Air Canada and WestJet Airlines, which want more inward investment. In a later phase of the deal, investors will be able to set up and control airlines in each other's markets, and in a final stage, airlines will be able to fly freely within each other's markets and onwards from there to other regions.

That thread title caught me looking. As we all know, there are no virgins in Canada.

Why Virgin Canada? Your article is about an agreement concerning transatlantic flights between Canada and Europe which would be operated by Virgin Atlantic... (?)

And for domestic operations, which have nothing to do with this, why should Virgin America not fit into Canada? It's not called Virgin USA...

The agreement is for flights for starting up in Canada to fly within the Canadian markets, and if needed then onward to other regions. Not sure if Virgin America has an agreement to do the same from the US to Canada.
