I live in India and buy models online from eBay and various websites like waffles,jetway etc in US and get them delivered to my friend there and whenever he travels he brings them along with him.
As usual most of the models are delivered though USPS !.
And I do keep an eye on tracking and ask for a photo from my friend receiving the model.. To make sure there isn't any problem or so ..
This time I Won something on EBay and as usual it was shipped through USPS and it was delivered to my friends Parcel Locker..
Now my friend checked it after 3 Days as he was ill and unable to collect it, on opening the parcel locker there was NOTHING there !.
He has contacted USPS on customer care and they only say it's been delivered please check again ,
On visiting the Post Office the concerned person is unavailable..
I believe once a package has been delivered to a secure location,the postal service commitment is completed. If I am reading your question correctly?
What if the postman put it in the wrong parcel locker or misplaced it ...
As when the parcel locker was opened there was nothing in it ..EMPTY !
Same Reason i am clueless as there have been cases with my friend, where the packages were delivered to parcel locker and kept there for 15 Days and still they would be there intact.
I know from experience that if you don't pick your package up in a reasonable time frame, that the USPS will most likely sent the package back to the seller or retailer, so if the post office don't have your package, then check with the person or retailer you purchased it from...
If all go's correctly & the package don't get lost the USPS will send the package back with a note saying: "the package was undeliverable as addressed", and they will forward it back to the sender...

I do not like USPS. First experience with them, my model got stuck in transit for 1 and a half month!

The USPS is cheap for a reason. If it really needs ringer there then ship it UPS or FedEx. At the very least, if you use the USPS then use Priority Mail because FedEx will do the majority of the work on it.
Where exactly is your friend's parcel locker? If the locker is at the post office, ask the post office people to look for it in the building. If necessary, ask to talk to the supervisor. The package may not have fit in the locker, and they might have decided to put it someplace else.
Canada Post this week shipped my item to the other coast of Canada by mistake, returned it to the East Coast and subsequently the mail lady put it in the wrong mailbox (neighbour returned it to me). Rather than jumping on postal services, I would chalk to the whole thing up to me simply having a terrible, horrible, no good, very bad day. We all have days we'd rather put back in the box and forget about.

The parcel locker is in the apartments he lives in and it's a B737 in 1:400, dont think too large of a box or package ..
He has asked around and only to be returned empty handed, plus it becomes very hard to ask a friend to go to great lengths retrieving a model..
To be honest, I live in India and still would say the Indian Post is marvellous in this aspect, Haven't lost a model with them till now and the post man is happy enough to call you up and inform you about the delivery..
Although the Customs Department is the real Issue while getting models in to the country..
And I expected US Postal Services to be better in every Aspect to the Indian Post, or there are always some issues..
