There's the Civil Air Patrol. I think they fit the definition of a 'cadet program' but I'm not 100% sure. Civil Air Patrol - United States Air Force Auxiliary

I joined their youth program when I was a "youth" and quit after a few months because it felt like the Hitler Youth.
