If I was to make a custom and used a FM model as a donor, will regular Testors paint stick over the already painted aircraft? Or would I need to sand/grind it down to make a "stickable" surface?

You will probably be better off roughing the surface up a bit then covering with primer then proceed with your base and final colors.
