JAA was orginally formed to serve between Japan, Taiwan and Hong Kong for political reasons with mainland China. China sees Taiwan as part of the China. There was something like 'one airline for one country' policy. Any deal made by Taiwan 'individually' with any offical airlines will offend China and damage the relationship between China and those countries involved. Therefore a subsidiary airline without any national flags is formed. However I am not sure if the policy is still in place since there have been many positive talks between both governments. Same reason for KLM Asia, Air France Asia, British Asia, Australia Asia etc....
