Looks like it was possibly a paint chip at one time someone may have touched up leaving the small area exposed that may be rust. Next to the spot is where it looks touched up. That area may have a little bit of rust under the paint or it was just a rough application of paint. If the spot is rust, probably just light surface rust you should be able to get off with car polish. Afterwards, clean the polish film off with rubbing alcohol, then touch the spot up with a dab of primer and a dab of paint. You may have to remove the paint that is rough next to it or at a minimum try to remove a little to see if rust is under that area so you can redo that area as well.
