Interesting topic. I imagine Air Canada charges for the first bag (like almost all airlines)? So, people carry on large bags which should be in the cargo bay - the airlines are making life difficult for their cabin crews and pax by gouging. But then on the free checked baggage airlines, there are the guys who lug on big bags anyway, so they won't have to wait at the carousel. And some lug on two large bags, one of them being one of the two allowed 'small personal items'. It's real theater, but as you say, a pain for those who do try to follow the rules.
