Ammonia will cut the nicotine stains. One of main ingredients in window cleaner.

We actually had to use straight ammonia to clean the gummy substance off the fuselage exterior and keep cabin outflow valves clean and operating smoothly back in the day when passengers were allowed to smoke inflight.
