Because the owner (Aerocondor, a portuguese airline) has a lot of flights between Portugal and France (Bragança (Portuguese small city) - Agen - Orly) and sometimes only internal french routes (Agen - Orly)... They decided to bet in France, so they made a french website (AEROCONDOR Réservez vos billets d'avion. and www.aerocondor.com is the portuguese).
If im not wrong Agen is in Lot et Garonne...
