I have the same thing on my Mexicana Comet, and I hate it.
So I looked at other Mexicana Comets on eBay, and all of the ones showing the upper wing were tarnished.
Tarnishing from what I've read cannot be removed by polishing, it is in the metal which is covered in a clear coat. So no I can tell you that I've tried, I placed it on my highest shelf so I don't see the top wing surface

Unfortunately this is very common on the older diecast generations. I'm no metal expert but it has something to due with the metal or where the metal was perhaps not clean when the clear-coat was appied.

There is nothing you can do without making it worse. :-(

IFCOMET0717P OD-ADS MEA Comet 4C was only released in 2017.

This happened many moons ago with Corgi Aviation Archive polished models.

Having a lacquer/varnish over the polished metal, tarnishing can develop underneath. Maybe you can remove coating and re-polish metal surface.
You would lose any printing (registration/detailing) and most likely need polishing it every so often to keep it shiny.

Which sounds like a lot of hard work so a case of living with it?

I have a small Dremel multitool which I use with small felt polish pads. It works well on clean surfaces, but not on places where there are decals.
