You are absolutely right …
I have gone through the French official documents, they say that the registration marks on the upper wing of the French registered aircraft are not required.
This change happened in the late 60s, but it is true that in the mid 70s, Boeing was still delivering B 747s to AF with these registration marks on the wings (I have a photo showing this).
In the case of Air Austral, I don't know what to say, they are there, but they are not required by any text.
