It took only 4 Days to move 19,000 troops, their gear, food, water, machines and equipment into a war torn flooded disaster of a city and people think that someone should be apologizing?
And all this after a mandatory evacuation order was put into effect more than a day before the storm hit the coast and everyone was told that; “there would be nobody around to help you if you choose to stay.”

Now I’m no huge George W Bush fan but I think that the local officials are the ones that should shoulder most of the blame, they failed to respond with even a marginal plan and let nearly 100% of the resources that they had available to them go unused in the day preceding and following the storm.
They just mugged for the camera every chance they got blaming it all on the feds.

Yeah...actually I don't think Bush or Brown (head of FEMA?) is to blame. This was a total breakdown of local and federal government, and as ZXF1056131 mentioned, people either deciding to stick around or people who weren't able to leave.

I just hope it's not going to be this ugly when the 'big one' hits California.

President Bush in his apology brought up the "...serious problems in response at all levels of government..." and addressed the most important point, to wit, is this nation equipped to quickly respond to massive natural or terrorist made disasters. So far by their performance, the answer is no.

I worked for the State of Michigan in grant administration for five years before quitting in disgust, returning to university and getting an MBA and going into private business administration. Working for the State engendered in me a hatred of bureauricies.

Governmental agencies are set up to control the disbursement of funds. You are punished if you can not meticuously account for every penny. It is their very nature to be very slow and cautious in giving out money or goods. The military suffers from the same condition when war comes after many years of peace. It takes some time to sort out the paper pushers who were promoted in peacetime and replace them with the aggressive commanders willing to direct their attention to fighting rather than accounting for every bullet.

Now, how do you set up an agency, be it at the State and/or Federal level and get them to retain the aggressive culture necessary to quickly act and disburse massive amounts of cash and material assets on short notice? It is not like the military who can hold war games. You can pretend around a conference table but how do you practice giving away the store?

This is why in every calamity in the past the responders were almost always criticized for slow response. Don't hold your breath for any real improvement!

See a state problem, should be handled by state first. For which they did. Then to have federal step in. Now as for time. It would have been hard to as for what I heard of time schedules. And I have heard that the local government refused to improve levies. So I would always blame the first responders those on the local level if incompetence occurred.

This short story really doesn't answer any of my questions or debunk anybody's previous comments, it just glosses over a few things (what little this writer was obviously privy to) that transpired prior to the storm, but what happened to all the effort and planning once the storm hit? It all went away almost entirely (along with the governor) while the mayor blamed everything on everybody else while utilizing every conceivable swear word while getting an incredible amount of air-time on CNN.

My question is simple;

What f*cking part of "Catogory-5 Hurricane" did these people not understand?

No argument here. The point made in the story is that there were troops mobilized, there were plans in place and the evacuation order was given. I don't see where anyone was negligent. What I do see is that once the water started pouring through the levies, it threw the plans into disaray as it cut off most routes into the area and prevented rescue and salvage workers from getting where they were needed. Again, this was the REALITY of what occurred. I don't blame anyone.

As a matter of fact, I commend the rescue and people of the US who once again showed their compassion and generosity to their fellow American's in need.
