I've had to reformat my computer a number of times. I usually format the C drive, while leave the D drive as it is....of course, once the C is formatted I have to reload all the software, but the other files and folders in D remain as they initially were.

If your question is whether if you can increase the C drive by 20, and reduce the D by 20 to make it an even 40/40 I guess you would have to reformat the whole thing and allocate the 40/40 accordingly at start up. However someone else can answer this.
