Default Need help from computer tecs (Drive question)

My laptop is pretty much "full". It freezes when I want to see a video on the internet.
I tried to clean it up by removing "non" important stuff like the google earth, photoviewing programs except the photoshop.

I had it formatted about 1 year ago, and the dude who did the job only divided the C-drive (20GB) vs D-drive (60GB)
The C-drive is pretty much full and I tried to delete to save space, but everything that is left on the computer is vital programs that I am using for photography and movie-making programme and stuff.

Is it possible to edit the drives so that it is equally on each drive.. for example: 40gb / 40gb. without having to format it ?

Or does it require me to start over by reformatting it and make the new divided drives ?
