It is not the lack of refineries, it is the age of the refineries. They are requiring maintenance more often so they are not at 100% production near as much as they have been in the past.

President Clinton's administration put a stop to building more refineries years ago (1st term) because he wanted to appear to support the increase in the use of alternative fuels.

Speaking of which, anybody know how much energy it takes to produce ethanol and how much energy it returns in exchange? Not near as much as crude oil ! Ethanol is not the answer my friend. Mark my words, we will eventually being using 'Mr Fusion' units on our Hummers, Civics, Porsches, etc. when the crude begins to run out. I have already arranged a third mortgage to invest in said technology.
