Default Gas prices

Well, no storms, no pipeline problems, no new middle east threats, no oil shortages and yet we are now being told that the latest price increases are because the refineries are running at full capicity and there are no new refineries being built. Why aren't there any new ones being built? We are spending $1,000,000 per hour on a war, surely there must be some spare change left over for a refinery or two? How about this, take a one time $10.00 assessment from every taxpayer and use the money to build a few new ones. After the new refineries go on line, you could recoup your $10.00 with one fill up.
Could it be that the OPEC along with the big oil companies are driving the price up because their puppets in the White House now appear to have a short shelf life?
