Many techniques you can use to do this. I perfer to make the ground layout on my own, since that is a more realistic than than getting a herpa ground foil and having around 1000 other airports look similar. But you can get a foil and design around that. In my opinon, is pretty cool, but, foils can get pricy, so I perfer a custom design. A great product you can use to make some quite nice and realisitic foils is PixelPort. Maybe Andy Anderson can come in and tell you a bit about it, as I've seen some of the work done with the PixelPort products, and I have to say, it is impressive.
Now with jetways (gates), this is another story, if you're really good with your hands, then you should try to work making them by hand, as that will in my opinion, be more cost effective than buying the jetways from herpa. The Buildings from herpa are all right, but if you can, try to do a custom, your own design. But there is quite a few things you can do with herpa's buildings. Try to be creative. There are plenty of tips all around the Model Airport section of this forum, I'd recommend doing a search on different topics. If you can't find the search button, a clue is that it's on the blue line near the top of the page between New Posts and Quick Links.
So in my opinon, it can be worth to buy the parts from herpa, DW, etc. if the technology you have is not capable of producing something better, or has little chance of evolving so it can make something better. But for a ground layout, I'd still say do a custom. It will be a bit harder and time consuming, but you'll feel proud of your airport and it can be done with a large viarity of supplies.
