The Terminal 1 Viewing Hall is still available at the moment, and the runway which you may see at Terminal 1 Viewing Hall is 02L and is not 02C. 02C is located at Terminal 2.
As for Terminal 2 Viewing Hall, I guess you have to be disappointed. It has been replaced with Restaurants, such as Indonesia Restaurant, Food Courts, Chinese Restaurant, Japanese Restaurant, and etc. Terminal 2 Viewing Hall has a great view and the area capacity is very huge, I guess it is because of these reasons, the management of Changi Airport Terminal 2 has decided to switch it to restaurants. This has made the airport earn some rentals since many Singaporean take this airport as part of their shopping mall...
You still may view Terminal 2 at the Car Park which next to the Airport Staffs' canteen. You may ask the airport staff if you wish to know where is it. At the car park, you may also be to view the new Terminal 3 which still in construction site and part of Terminal 1 as well. Of course, you may only view when the aircraft took off, but not the whole view include the runway, extended terminal, aircraft parking, and etc...
Beside viewing at the airport, you still may view the aircrafts at the East Coast beach which near the Club (No bus reach this place, unless you don't mind walking a long distance from the bus stop (Bus service number 36 from airport) which may take you about a hour to reach there. It will be good if you have a car to reach there. The next venue is the Nicoll Drive (Called as Changi beach, alight at the jetty's stop, just the opposite the Changi International Exhibition Centre, Take bus service number 9 from Bedok Bus Terminal, 19 from Tampines Bus Terminal, and 89 from Hougang Bus Terminal).
