"Six packs" can easily fulfill the factory's minimum production requirement.
6 x 250 = 1,500 units, plus the 2 Philippines of 504 units, total production units already exceeded 2,000.
But it's not easy to move 2,000 units every month. One way is to tie up one or two hot items with others in the form of "six packs". Retailers have no choice but to take all six. Collectors may have a choice of just buying one or two but this depends on retailers' selling strategy. In any case, risk has been moved to the retailers.
