These days there are any number of countries that could develop nuclear weapons in a hurry if they wanted to (any of the European states, Canada, Japan, South Korea,Australia, South Africa, Brazil, Argentina and more, assuming none of these haven't built a few on the quiet), in addition to India and Pakistan developing nukes after the supposed ban on nuclear proliferation I think virtually everybody accepts Israel has them, so the technology really isn't that hard to find, the raw materials are hard to obtain if you don't have a civil nuclear program but any state with a commercial nuclear program can lay hands on the raw material easily enough. The only thing to do is hope that nobody uses the things, it's way too late to worry about the existence of these weapons,
