For sure mate! If you get yourself a nice Digital Camcorder, you will be able to use video editing software on your PC to take the video apart frame by frame. Therefore, you can watch the video in it's entirity (sp?) and if you see something that looks good, PAUSE it and rip the individual frame out. As the moving image (which may be blurred) is made up of individual frames, the actual image in each frame should be relatively clear.
It's a good idea for what you need it to do.
