No, there is no observation deck at JFK. There are some good places to get shots though. Down by the United hanger is ok...but quite a hike from the main terminal. BEWARE JFK is not spotter friendly. Technically, you may not take photos on port-authority property without a letter of permission. Of cource they are not gonna arrest every tourist w/ a camera, but if you hang out in any one spot too long, especially down by the hangers (shooting pics) you are looking for a port athaurity to come hassle or even arrest you. I was detained for over 2 hours during my last spotting trip

Even before 9/11, security at JFK was tight. Back in the early 90's my father and I were spotting some Tower Air A/C and some Tower security guy comes up and tries to take my camera. Well, didn't happen...but they are and always have been strict at JFK. I'd call ahead and get permission to spot before going to reduce any potential trouble.

Have you considered LGA? A little more friendly there...but still strict. If you go on the other side of the Grand Central Parkway (23rd Ave near College of Aeronautics) there is a small park with perfect viewing for approach and landings on 4/22. Good luck.

I had a 4 hour layover last year at JFK, I spent a good portion of that time spotting in what used to be the old Pan Am Worldport, all the time PA cops are patrolling the terminal, not one cop came up to me to ask what I was doing. I had a great view of several jumbo jets on the tarmac stands, El AL, Aerolineas, Singapore, JAL, and both BA and AF Concordes.
