So did I miss something or is US Airways the only carrier out there that is not talking about starting up a new discount only carrier?

Nope, nothing in the works at this time for a "airline within an airline".

American has no plans to start any low-cost airline within an airline, as they don't believe it is the way to go. The plan, so I've been told, is to adapt AA to the market by cutting costs in other ways & offer a full-service alternative to the no-frills carriers. Time will tell.
